This section establishes an agricultural and rural road improvement program (23 U.S.C. §180) to improve first- and last-mile access to farms and agricultural facilities, reduce weight-limited bridges and capacity-limited local roads and rural minor collectors in rural areas, and enhance the safety, resiliency, and efficiency of such roads essential to the agricultural sector and rural economy. Funds apportioned to states under 23 U.S.C. §104(b)(9) may be obligated only for projects on local roads or rural minor collectors that (1) replace or rehabilitate bridges to eliminate posted weight limits, (2) provide or increase access to farms, agricultural facilities, or rural economic support facilities, (3) are eligible under the National Highway Freight Program, or (4) improve highway safety, including high-risk rural roads. The federal cost share for such projects may not exceed 90 percent.
This section revises the federal-aid highway fund apportionment formula in 23 U.S.C. §104(b) by (1) inserting the agricultural and rural road improvement program into the list of apportioned programs after section 175; (2) reducing the percentage in paragraph (7) to 2.02664265 (from 2.56266964565637); and (3) adding paragraph (9) to provide 0.536027% for the agricultural and rural road improvement program under section 180 after amounts distributed under paragraphs (4), (5), and (6). This section further amends the carbon reduction program in 23 U.S.C. §175(e)(1)(A) by striking clauses (iii) and (iv).
