This section modifies authorized prevention activities for U.S. assistance to combat HIV/AIDS by (1) adding assistance to provide HIV pre-exposure prophylaxis (PrEP) medications to the list of activities in §104A(d)(1); (2) designating specified prevention activities in §104A(d)(1) and §104A(d)(3)(A)—including efforts to reduce HIV/AIDS infection risk—as core life-saving humanitarian assistance; and (3) requiring HIV/AIDS prevention efforts under §104A(d)(3)(A) to target specific populations, including at-risk populations in accordance with World Health Organization-designated scientific-based analysis. (As background, §104A authorizes U.S. foreign assistance to prevent, treat, and control HIV/AIDS globally, primarily through the President's Emergency Plan for AIDS Relief (PEPFAR).)
