H.R. 4645 — NARCO Act of 2025

This section revises authorities for the Assistant Secretary for International Narcotics and Law Enforcement Affairs (INL) by (1) requiring the Assistant Secretary to report to the Under Secretary for International Security Affairs; and (2) striking prior subparagraphs (B) and (C) and inserting new responsibilities in subparagraph (B), including maintaining oversight of international narcotics, anti-crime, and law enforcement matters; combating narcotics production, trafficking, illicit finance, and transnational criminal organizations (with priority to those threatening U.S. national or homeland security, including designated foreign terrorist organizations); strengthening foreign justice systems (limited to no more than 10% of total grant funding); training and equipping foreign police and border control (with vetting requirements); issuing rewards under the Narcotics Rewards Program and Transnational Organized Crime Rewards Program (up to $25 million total, with at least 20% of the Bureau's annual budget authority allocated thereto); and developing program monitoring, metrics, and a searchable database of spending and outcomes (with annual certification). (Thus, INL—responsible for U.S. foreign assistance to counter international drugs, crime, and related threats—must prioritize homeland security risks and impose new funding floors, caps, and transparency measures.)
