H.R. 4663 — Saving Vet Halls Act of 2025

This section establishes a grant program within the Department of Veterans Affairs (VA) authorizing the Secretary to award grants to veterans service organizations (VSOs)—i.e., organizations chartered under part B of subtitle II of title 36, U.S. Code, including local chapters—for repairing or rehabilitating facilities or acquiring or upgrading technology for such facilities. To receive a grant, a VSO must submit an application with a plan for proposed activities and other required information; the Secretary selects recipients based on the organization's need, plan quality, capacity to implement, and other factors. Grants are limited to the greater of the plan's total cost or $75,000 per fiscal year, with recipients ineligible for grants in the next five fiscal years and prohibited from using funds for new facility construction or acquisition; authorizes $10 million for the program, to remain available until expended.
