H.R. 467 — Foreign Medical Program Modernization Act of 2025

This section expands Department of Veterans Affairs (VA) authority under the Foreign Medical Program (38 U.S.C. §1724)—which provides hospital care, medical services, nursing home care, and outpatient services outside the United States primarily to veterans residing in the Philippines—to any otherwise eligible veteran, eliminating the prior requirement that such care be needed for a service-connected disability or a chapter 31 rehabilitation program (with continued limits for non-U.S. citizen veterans to the Philippines, Canada, or VA discretion). The section further (1) requires VA to update its payment system to enable reimbursements via electronic fund transfer for care furnished under the program; and (2) directs VA to assess the feasibility and implications of contracting with a non-VA entity to build a provider network for such care, including effects on administrative burdens for eligible veterans.
