H.R. 4683 — Securing America’s Ports of Entry Act of 2025

This section directs the Commissioner of U.S. Customs and Border Protection (CBP), subject to appropriations, to hire, train, and assign at least 1,000 new CBP officers above current attrition levels each fiscal year until total officer numbers equal and sustain annual requirements of CBP's Workload Staffing Model (i.e., a tool for determining port-of-entry staffing needs based on inspections workload). It further (1) authorizes the Commissioner to hire support staff, including technicians and mission support personnel, for non-law enforcement administrative functions to assist these officers; (2) requires the model to incorporate port-specific data on inspections, seasonal and projected commercial/passenger volumes (including pre-COVID baselines), and outbound inspection needs at land ports of entry; and (3) mandates a Government Accountability Office review of CBP hiring practices, with a report to specified congressional committees, if CBP fails to hire at least 1,000 additional officers in FY2026 or any subsequent fiscal year when model requirements remain unmet.

This section directs the Commissioner of U.S. Customs and Border Protection to submit to the Senate Committee on Homeland Security and Governmental Affairs, the Senate Committee on Finance, the House Committee on Homeland Security, and the House Committee on Ways and Means, not later than 90 days after enactment, a report identifying (1) infrastructure improvements at ports of entry to enhance U.S. Customs and Border Protection officers' ability to interdict opioids and other illegally transported drugs, including circumstances at specific ports preventing deployment of technology used elsewhere; (2) detection equipment to improve identification of opioids, including precursors and derivatives; and (3) safety equipment to protect officers from accidental exposure to such drugs or other inspection-related dangers.

This section requires U.S. Customs and Border Protection (CBP) to submit quarterly reports to specified congressional committees on temporary duty assignments of CBP officers—including the number of assignments, officers involved, affected ports of entry, duration, costs, and relation to southern border operations—and to provide 10-day notice of non-emergency redeployments from one port of entry to another, along with briefings for affected employees on mitigation plans. It further amends annual reporting requirements under section 907(a) of the Trade Facilitation and Trade Enforcement Act of 2015 (19 U.S.C. 4451(a)) on reimbursable services agreements at ports of entry by (1) limiting paragraph (3) to identifying the type of port of entry involved (removing prior assessment of economic and security benefits); (2) adding new paragraph (4) requiring a description of factors considered before entering the agreement, including an assessment of economic and security benefits; (3) redesignating paragraphs (4) through (12) as (5) through (13); and (4) expanding redesignated paragraph (5) to include locations of services provided and total hours of reimbursable services, if any. Finally, it directs inclusion in CBP's annual staffing report under section 411(g)(5)(A) of the Homeland Security Act of 2002 (6 U.S.C. 211(g)(5)(A)) of progress toward CBP officer and support staff hiring targets (accounting for attrition), an update to the September 12, 2017, Resource Optimization at the Ports of Entry report, and a summary of the new quarterly and amended annual reports.
