H.R. 4698 — PAAW Act

This section prohibits the Director of the National Institutes of Health (NIH) from conducting or supporting research that causes significant pain or distress to dogs or cats (i.e., any study assigned pain category D or E under Department of Agriculture standards promulgated pursuant to the Animal Welfare Act), effective 90 days after enactment. (Pain category D applies to procedures causing pain or distress relieved by anesthetics, analgesics, or tranquilizers; category E applies to unrelieved pain or distress.)
