This section expands allowable uses of grant funds under 23 U.S.C. 405(g)(5) to include providing on-bicycle education to elementary school and secondary school students.
This section directs the Secretary of Transportation, not later than one year after enactment, to revise Highway Safety Program Guideline No. 14 on Pedestrian and Bicycle Safety (part of the federal highway safety program under which states receive grants to implement recommended crash-reduction practices) to encourage nonmotorized safety education for elementary and secondary school students. The revisions must (1) encourage on-bicycle training promoting bicycling skills and safe practices, (2) increase awareness and proficiency in navigating roadways, (3) emphasize traffic rules, (4) describe safety precautions, and (5) emphasize helmet use for cyclists. The Secretary must consult with practitioners to update school materials and curriculum, including the Bike Walk friendly assessment tool; disseminate the revised guidelines and curriculum to state educational agencies; and submit to Congress, not later than three years after enactment, a report on implementation activities and tracking, consultation efforts, and dissemination including training, promotion, and state sharing of challenges and successes.
