H.R. 4703 — To establish a system to track, record, and report all instances in which a United States citizen or individual lawfully admitted for permanent resident was, for the purpose of immigration enforcement, detained or removed by the Department of Homeland Security, and for other purposes.

This section directs the Secretary of Homeland Security to establish, not later than 180 days after the date of enactment, a standardized system to track, record, and report quarterly to specified congressional committees (Committees on Homeland Security, Judiciary, and Oversight and Government Reform of the House of Representatives; Committees on Homeland Security and Governmental Affairs and Judiciary of the Senate) all instances in which a U.S. citizen, lawful permanent resident (LPR), or individual whose LPR status was revoked for not more than 30 days was detained by the Department of Homeland Security (DHS) for immigration enforcement purposes for not less than 24 hours or removed from the United States. The system must include, to the greatest extent practicable, apprehensions and detentions by other federal, state, or local law enforcement agencies transferred to DHS custody and instances involving individuals under 18 years of age removed alongside undocumented parents or guardians. This section further directs the Secretaries of Homeland Security and State to establish, not later than 180 days after enactment, by rule a process for such individuals to submit proof of U.S. citizenship or LPR status. It defines "immigration laws" as having the meaning given in section 101(a) of the Immigration and Nationality Act (8 U.S.C. 1101(a)) and "removed" as repatriated or otherwise transported from the United States to another country.
