This section establishes a competitive grant program under which the Secretary of Education awards grants to local educational agencies (LEAs), not later than 120 days after enactment, to (1) train elementary and secondary school personnel in weekly student contact on human trafficking risk factors, indicators, and protocols; fentanyl and drug abuse prevention; gang prevention, intervention, and reduction strategies; and related community resources; (2) cover training costs (e.g., instructor fees, supplies, materials); and (3) implement specialized human trafficking curricula, fentanyl and drug abuse prevention instruction or materials, or gang education and prevention programs. This section modifies the 2% reservation of funds appropriated under ESEA Title IV-A (20 U.S.C. 7113(a)(3))—previously for technical assistance and capacity building only—to also authorize grants under this program. (As background, Title IV-A provides formula grants to states for student support activities, including safe and healthy school environments.)
