H.R. 4730 — Restoring Truth and Sanity to American History Act

This section states congressional findings regarding efforts to revise U.S. history and certain Smithsonian Institution exhibits and programs; articulates a policy to restore federal historical sites, including Smithsonian museums, to promote American heritage without divisive or race-based narratives; and directs actions to implement such policy, including (1) requiring the Vice President, through the Smithsonian Board of Regents, to remove violating materials and recommend further measures; (2) directing the Vice President and OMB Director to condition future Smithsonian appropriations on prohibitions against expenditures that degrade American values, divide by race, promote ideologies inconsistent with federal law, or recognize men as women in the American Women's History Museum (e.g., depicting biological males in women's sports or promoting gender-affirming medicine for minors); (3) authorizing the OMB Director and Interior Secretary to take other implementing measures; and (4) directing the Vice President to seek appointment of policy-committed citizen members to the Smithsonian Board of Regents. (As background, the Smithsonian Institution comprises 21 museums, research centers, and the National Zoo primarily in Washington, DC, funded through federal appropriations and governed by a Board of Regents that includes the Vice President.)
