H.R. 4742 — GIVE MILK Act

This section sets forth congressional findings on dairy consumption and health, including that most Americans consume only about half the recommended amounts of dairy foods daily; milk provides 13 essential nutrients (e.g., calcium, vitamin D, potassium) and is associated with improved bone health and reduced risks of type 2 diabetes, cardiovascular disease, coronary heart disease, and stroke; expert organizations recommend whole milk for children ages 12–24 months and low-fat or skim milk for children age 2 and older while advising against plant-based milks; and the 2020–2025 Dietary Guidelines for Americans recommend 1.5–2 dairy servings daily for children ages 12–23 months and 2–2.5 servings for ages 2–4 years.

This section allows participants in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)—or their parents or guardians—to elect the type of milk issued (nonfat, low-fat, reduced fat, or whole milk) and directs the Secretary of Agriculture to revise regulations accordingly (including 7 CFR 246.10).
