H.R. 4744 — Community Mental Wellness and Resilience Act of 2025

This section establishes a grant program for community mental wellness and resilience programs. It authorizes (1) planning grants of up to $250,000 to eligible nonprofit or community-based organizations (those eligible to join a resilience coordinating network with documented support from at least three others) to organize such networks, assess community needs, and prepare program grant applications; and (2) competitive program grants of up to $500,000 per year for up to four years to resilience coordinating networks (defined as networks with at least one representative from each of at least five specified categories, including grassroots groups, schools, faith organizations, businesses, and health professionals) to establish, operate, or expand programs that use a public health approach to identify and strengthen protective factors, address risk factors, build community skills and leadership, and implement strategic plans with evidence-based practices for social connections, trauma-informed care, and other wellness activities. Of funds appropriated for the program, 20% are reserved for rural areas (i.e., regions outside urban or suburban areas, potentially spanning multiple towns). The Secretary must provide technical assistance for grant applications and best practices and submit a report to Congress by December 31, 2030.
