H.R. 4749 — Texas Flood Emergency Supplemental Appropriations Act of 2025

This section appropriates $15 billion for FY2025 to the Federal Emergency Management Agency (FEMA) for necessary expenses under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (i.e., the primary federal law authorizing disaster relief) related to major disaster declarations for 2025 flooding events in Texas. Funds remain available until expended but may not be obligated after September 30, 2028, and the appropriation is designated by Congress as an emergency requirement pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985 (i.e., exempting it from discretionary spending caps).

This section directs the Administrator to submit reports to the House and Senate Committees on Appropriations not later than 180 days after enactment of this Act and every 180 days thereafter until amounts appropriated under this Act are expended. The reports must include (1) the amount of funds obligated and expended pursuant to the appropriation made by this Act; (2) a description of how such funds were distributed geographically in Texas; (3) a description of the type of assistance provided with such funds; and (4) a description of any barriers to providing assistance with such funds or any identified unmet needs.
