H.R. 475 — Sanction Russian Nuclear Safety Violators Act of 2025

This section states six congressional findings concerning Russia's unprovoked invasion of Ukraine on February 24, 2022; Russian military occupation of and placement of equipment at the Zaporizhzhia nuclear power plant; presence of Rosatom officials since March 2022; IAEA concerns over safety risks, structural damage from shelling, and potential technical interference; the IAEA Director General's warning that failing to demilitarize the plant is "playing with fire"; and Russia's evacuation of personnel from the area in May 2023.

This section requires the President to impose sanctions on any foreign person (i.e., non-U.S. person) that has endangered the integrity or safety or undermined Ukrainian operational control of the Zaporizhzhia Nuclear Power Station—Europe's largest nuclear power plant, located in Russian-occupied southeastern Ukraine—since Russia's full-scale invasion of Ukraine in 2022. Sanctions include (1) asset blocking of all property and interests in property in the United States, coming within the United States, or in the possession or control of a U.S. person, notwithstanding the International Emergency Economic Powers Act's (IEEPA; 50 U.S.C. 1701 et seq.) requirement for a national emergency declaration; and (2) visa ineligibility or revocation, inadmissibility, ineligibility for parole or other Immigration and Nationality Act benefits, with immediate effect and automatic cancellation of other visas. It provides exceptions for (1) compliance with U.N. Headquarters Agreement or other international obligations (visas only), (2) humanitarian assistance including agricultural commodities, food, medicine, medical devices, and related transactions or transport, and (3) foreign persons seeking to reestablish Ukrainian operational control; authorizes IEEPA implementation authorities and penalties; and permits the President to waive sanctions with 15 days' prior notice to the House Committee on Foreign Affairs and Senate Committee on Foreign Relations if vital to U.S. national security interests.
