H.R. 4760 — Cutting LNG Bunkering Red Tape Act

This section provides that the bunkering of natural gas (i.e., transfer to a vessel for use as marine fuel) is not considered an export under the Natural Gas Act unless the transfer occurs in the territorial sea or inland waters of a foreign country, regardless of the flag or country of registry of either vessel. (Thus, such bunkering in U.S. waters is exempt from the Federal Energy Regulatory Commission (FERC) authorization requirement of subsection (a).)
