This section directs the President to prohibit, notwithstanding any other provision of law, the export to the Russian Federation of any drug or prosthetic. It defines a drug as one (as defined in 21 U.S.C. 321(g)) approved under FDA new drug procedures (21 U.S.C. 355) or biologics license application requirements (42 U.S.C. 262), including any component, and a prosthetic as an FDA-authorized medical device that replaces a missing body part or improves the function of an existing body part, including any component, part, or accessory. The prohibition terminates upon certification by the Secretary of State to Congress that the Russian Federation has ceased military operations in Ukraine and removed its forces therefrom.
