This section expands eligibility under the TRICARE Young Adult Program by eliminating the requirement that individuals not be eligible for employer-sponsored health insurance. (The program deems certain individuals up to age 26—who would qualify as dependents under 10 USC 1072(2) but for exceeding an age limit, are not otherwise dependents, and meet specified regulatory criteria—as dependents eligible for TRICARE coverage.) It further eliminates the premium previously required for such coverage (equal to full actuarial cost, collected for the Defense Health Program account) and makes a conforming amendment to TRICARE enrollment fee provisions under 10 USC 1075(c)(3). (Thus, eligible young adults may now obtain TRICARE coverage without regard to employer-sponsored insurance options or additional premiums.)
