H.R. 4774 — Fix Our Flooded Basements Act of 2025

This section expands Federal Emergency Management Agency (FEMA) assistance under section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (i.e., Individual and Family Housing Assistance for disaster victims) for flood-damaged basements as follows: (1) prohibits limiting repair assistance under subsection (c)(2) to rooms required for dwelling occupancy and requires assistance for any mold, mildew, or moisture damage caused by a major disaster (without limits to damage causing additional loss or affecting safety, sanitation, or functionality); (2) requires personal property assistance under subsection (e)(2) to equal or exceed Standard Flood Insurance Policy coverage for property below the lowest floor (including basements) and to cover repair or replacement of all building and personal property in such basements; (3) directs FEMA, within six months of enactment, to revise regulations for the Group Flood Insurance Policy to expand eligibility (to prior flood insurance requirement holders and those outside special flood hazard areas), increase coverage to the Standard Flood Insurance Policy maximum, and add basement coverage for real and personal property components, contents, water damage repairs, appliances, flooring, carpets, mold/mildew/moisture, and additional basement endorsements; and (4) excludes from the maximum assistance amount under subsection (h) the costs of eligible hazard mitigation in flood-damaged basements and Group Flood Insurance Policy premiums. (Thus, disaster victims with basement flood damage receive more comprehensive aid aligned with flood insurance standards without those costs counting against program caps.)
