H.R. 4781 — RESCUE Act of 2025

This section expands the definition of covered projects eligible for the FAST Act's (42 U.S.C. 4370m et seq.) coordinated federal permitting process by adding projects related to the extraction, recovery, or processing from acid mine drainage, mine tailings, coal, coal waste, coal processing waste, or pre- or post-combustion coal byproducts of (1) a mineral locatable under the Mining Law of 1872 (30 U.S.C. 22 et seq.), including such a mineral on lands acquired by the United States (as defined in 30 U.S.C. 351); (2) a rare earth element; or (3) microfine carbon or carbon from coal.
