H.R. 4802 — Securing Infrastructure from Adversaries Act of 2025

This section prohibits the Secretary of Transportation, on or after June 30, 2026, from— (1) procuring or obtaining covered LiDAR technology, LiDAR technology produced or provided by a covered LiDAR company, or LiDAR technology from a covered foreign country (terms as defined in section 164(e) of the Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025 (Public Law 118-159)); (2) entering into, extending, or renewing a contract unless the entity certifies it will not use such technology; and (3) obligating or expending loan or grant funds for such technology. The Secretary may waive these prohibitions on a case-by-case basis by certifying to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Transportation and Infrastructure, at least 15 days in advance, that the activity is in the national interest. This section does not apply to applications for exemptions from motor vehicle safety standards under 49 U.S.C. §30111, applications for waivers or exemptions from motor carrier safety regulations under 49 U.S.C. §31136, or grants, operations, procurements, or contracts for vehicle safety testing, research, evaluation, analysis, or training.
