This section requires persons employing at least 500 employees in the preceding year to include a physical return label with each physical good sold to and delivered to a consumer (with exceptions for perishable goods not typically returned, custom-made or personalized goods preventing resale, and sales offering free at-home pickup or other accessible return methods); directs the Federal Trade Commission (FTC) to promulgate implementing regulations under 5 U.S.C. §553 within 180 days of enactment; and treats violations as a violation of a rule under FTC Act §18(a)(1)(B) (15 U.S.C. §57a(a)(1)(B)), enforceable with full FTC Act powers and penalties. The requirement applies to sales occurring one year after enactment. Nothing in the section limits other consumer rights or remedies.
