H.R. 4808 — Parity in Diplomatic Security Investigations Act

This section states the sense of Congress that Diplomatic Security special agents should conduct recordings during official activities and that the Department of State's current pre-approval process by the Secretary significantly restricts timely approvals; directs the Secretary of State to delegate to the Assistant Secretary for Diplomatic Security or Principal Deputy Assistant Secretary for Diplomatic Security the pre-approval authority under 18 U.S.C. §2516 for such agents to intercept wire, oral, or electronic communications in furtherance of duties under 22 U.S.C. §2709(a); and requires the Secretary to revise section 221.5 of volume 12 of the Foreign Affairs Manual to reflect the delegation not later than 90 days after enactment.
