H.R. 4812 — To direct the Secretary of the Air Force to incorporate certain elements regarding depot-level maintenance coordination in at least one multinational exercise conducted in the area of operations of the United States Indo-Pacific Command, and for other purposes.

This section directs the Secretary of the Air Force to incorporate depot-level maintenance, repair, and sustainment considerations—including binational or multinational planning sessions with covered nations on minimizing transportation requirements, munitions resupply coordination, mutual airworthiness certification recognition, and emergency tabletop exercises, plus coordination with the Air Force Sustainment Center involving U.S. Indo-Pacific Command, Pacific Air Forces, Air Mobility Command, and the Sustainment Center—into at least one multinational exercise each year in the U.S. Indo-Pacific Command area of operations. It further requires the Secretary to submit to Congress, not later than 12 months after enactment, a report summarizing lessons learned from implementing subsection (a) with respect to the Republic of Korea and Australia, including (1) candidate systems for co-sustainment; (2) depot-level repair opportunities; (3) industry partnership opportunities; (4) logistical challenges; (5) intellectual property impediments; (6) International Traffic in Arms Regulations impediments; (7) recommendations such as status-of-forces agreement changes; (8) analysis of allies' organic industrial base capabilities and gaps; (9) assessment of suitable maintenance activities; (10) contributions to contingency operations, interoperability, and regional resilience; and (11) Air Force force generation and operational planning factors. It defines covered nation as Australia, Canada, Japan, New Zealand, the Republic of Korea, the United Kingdom, or any other nation designated by the Secretary of the Air Force.
