H.R. 4814 — Supplemental Security Income Equality Act

This section extends the Supplemental Security Income (SSI) program—providing monthly cash benefits to low-income aged, blind, and disabled individuals—to Puerto Rico, the United States Virgin Islands, Guam, and American Samoa, effective on the first day of the first federal fiscal year beginning at least one year after enactment. It makes conforming amendments by (1) revising the definition of "State" in Section 1101(a)(1) of the Social Security Act to explicitly include these territories for Title XVI (SSI); (2) eliminating the prior limit on total federal payments to territories under Section 1108; (3) treating U.S. nationals the same as citizens for SSI eligibility under Section 1614(a)(1)(B); and (4) including the territories in the geographic definition of the "United States" under Section 1614(e). The section also authorizes the Commissioner of Social Security to waive or modify any Title XVI statutory requirement for these territories as needed to adapt the program locally.
