H.R. 4819 — Click to Cancel Act of 2025

This section codifies the Federal Trade Commission's Negative Option Rule (i.e., click-to-cancel rule), issued on November 15, 2024 (89 Fed. Reg. 90476), giving it the force and effect of law. Violations are treated as violations of a rule under section 18(a)(1)(B) of the FTC Act (15 U.S.C. 57a(a)(1)(B)), enforceable by the FTC under the full authorities, jurisdiction, penalties, privileges, and immunities of the FTC Act (15 U.S.C. 41 et seq.).
