H.R. 4823 — Promoting Free and Fair Elections Act of 2025

This section restricts federal agency involvement in voter registration activities by (1) nullifying Executive Order 14019 (or similar orders) to the extent inconsistent with section 7 of the National Voter Registration Act of 1993 (52 U.S.C. 20506); (2) prohibiting use of agency funds for agreements with nongovernmental organizations to conduct such activities on agency property or websites; (3) delaying implementation of order-directed activities until agencies submit required reports (strategic plans or certifications) to congressional committees within 30 days of enactment—with a 180-day delay post-submission for agencies with plans, or until submission for others—except for activities authorized under NVRA section 7(c), effective for FY2025 and succeeding years; and (4) requiring an additional agency report within 30 days of enactment describing activities under sections 3 and 4 of the order. This section further amends section 443(b)(1) of the Higher Education Act of 1965 (20 U.S.C. 1087-53(b)(1)) to specify that Federal Work-Study jobs—which provide part-time employment to undergraduate and graduate students with financial need—do not involve registering or mobilizing voters on or off campus.
