H.R. 4847 — Transportation Emergency Relief Extension Act

This section amends the federal-aid highway emergency relief program (i.e., Highway Trust Fund payments to repair or reconstruct Federal-aid highways damaged by natural disasters or catastrophic failures) by adding new subsections (h) and (i) as follows: (1) prohibits the Secretary of Transportation from requiring funded projects to advance to construction obligation before the last day of the sixth fiscal year after the later of the Governor's emergency declaration or the President's major disaster declaration, and authorizes the Secretary to extend that deadline by up to one year upon Governor request or longer for suitable justification; and (2) requires the Secretary to update the Federal Highway Administration's Emergency Relief Manual not later than two years after enactment and every two years thereafter, provide it to each state department of transportation, and make it publicly available online.
