§2. Lump sum catch-up payments for certain 1983 Beirut barracks bombing victims and 1996 Khobar Towers bombing victims
This section directs the Special Master administering the United States Victims of State Sponsored Terrorism Fund (i.e., compensates U.S. persons who are victims of state-sponsored terrorism) to authorize lump sum catch-up payments to 1983 Beirut barracks bombing victims and 1996 Khobar Towers bombing victims who did not apply due to Department of Justice guidance stating that only one application may be submitted per claim and that Fund claimants previously eligible for regular payments are ineligible for lump sum catch-up payments. It requires the Special Master to publish implementing procedures and guidance within 30 days of enactment, permitting victims to demonstrate reliance on the guidance through documentation of communications, sworn statements, or other Special Master-identified methods. Payments are to be made from the reserve fund established under the Act or from the Fund if reserve funds are insufficient.
