H.R. 4864 — Ethanol for America Act of 2025

This section directs the EPA Administrator to finalize, within 90 days of enactment, the proposed rule titled “E15 Fuel Dispenser Labeling and Compatibility with Underground Storage Tanks” (86 Fed. Reg. 5094 (January 19, 2021)), including (1) for E15 labeling requirements, the first co-proposal described in the proposed rule; and (2) for E15 compatibility with underground storage tanks (USTs), deeming existing UST systems compliant with fuel blends containing up to 15% ethanol (E15) regardless of documentation availability, considering steel and fiberglass USTs manufactured after July 2005 and all fiberglass reinforced plastic piping compatible with E15, and exempting owners or operators from replacing other equipment if they demonstrate compatibility of certain components (e.g., gaskets or seals) with E15. (Thus, these provisions reduce regulatory burdens on UST owners storing E15, a common renewable fuel blend.) The section further requires that UST systems and components (e.g., pipe dopes and sealants) installed or replaced after the rule's effective date—for systems storing motor fuel for on-road vehicles—be compatible with fuel blends containing up to 100% ethanol to ensure future storage flexibility.
