H.R. 4881 — SWIFT VOTE Act

This section directs the Election Assistance Commission (EAC) to make grants, not later than one year after enactment, to each eligible jurisdiction (i.e., a state or political subdivision responsible for federal elections) for (1) procuring or maintaining electronic pollbooks (e-pollbooks, i.e., devices that automate voter check-in, ballot assignment, and tracking at polling places) or (2) developing capabilities to collect and disseminate wait time information (i.e., time from voter arrival to check-in completion) for federal elections. The EAC must prioritize grants to jurisdictions demonstrating need for e-pollbooks to reduce polling place wait times and to those committing to real-time wait time reporting (hourly for polling places open four hours or fewer, at least four intervals for longer hours). Eligible jurisdictions must apply with (1) a description of e-pollbook needs, if applicable; (2) certifications to publish real-time and post-election cycle wait time reports on the chief election official's website; (3) assurances that funds supplement (not supplant) other funds, with regular procurement reports to the EAC; (4) procedures for EAC e-pollbook certification compliance (states may impose additional standards); (5) development of inclusive e-pollbook training for election officials serving voters with limited English proficiency or disabilities; and (6) other EAC-required information.
