H.R. 4887 — SIPS Act

This section requires covered agencies—the Office of Management and Budget, Office of Federal Procurement Policy, Department of Defense, General Services Administration, and National Aeronautics and Space Administration—to ensure that any straw procured or provided for use in an agency-owned or leased facility during contract performance has the strength and durability of a plastic straw. Persons submitting bids or offers to these agencies must represent that they (1) do not have policies promoting paper straws or penalizing plastic straws, (2) will not provide paper straws in contract performance, and (3) will ensure any provided straws have the strength and durability of a plastic straw.
