H.R. 4888 — Reproductive Rights are Human Rights Act of 2025

This section sets forth nine congressional findings affirming reproductive rights as human rights under international agreements (e.g., 1994 International Conference on Population and Development, 1995 Beijing World Conference on Women, International Covenant on Civil and Political Rights), UN Human Rights Committee General Comment No. 36 (2018), and World Health Organization Abortion Care Guidelines (2022); recognizing reproductive coercion as a human rights violation; identifying barriers to reproductive health services for LGBTQI+ persons and people with disabilities (to be reported in State Department Annual Country Reports on Human Rights Practices); criticizing the Department's omission of a reproductive rights subsection from its 2017, 2018, 2019, and 2024 Country Reports; warning that dismantling USAID would undermine global reproductive health funding; and linking reproductive rights to economic, social, and political empowerment.

This section amends the Foreign Assistance Act of 1961 to require annual human rights reports under section 116(d) (for countries receiving economic and development assistance) and section 502B(b) (for countries receiving security assistance) to include the status of reproductive rights in each country. (As background, these State Department reports inform congressional oversight and determinations under 22 U.S.C. 2151n(a) on whether to bar assistance to governments engaging in gross human rights violations.) Specifically, the amendments to section 116(d)(2) and new section 502B(k) require descriptions of (1) government policies on access to contraception, family planning information, maternal health care, sexually transmitted infection and cancer treatment, and abortion services or criminalization of pregnancy outcomes; (2) rates and causes of pregnancy-related injuries and deaths, including from unsafe abortions; (3) discrimination, coercion, violence, and obstetric abuses against women, girls, LGBTQI+ individuals, people with disabilities, and others in health care settings, plus any government responses; (4) family planning satisfaction rates among individuals ages 15-49, access barriers, and denials of services; and (5) disparities in services and outcomes by race, ethnicity, disability, sexual orientation, gender identity, or other factors, plus government accountability measures. The amendment to section 502B also redesignates the second subsection (i) (on child marriage) as subsection (j).
