This section states the sense of Congress that (1) the threat environment at U.S. diplomatic posts is growing more complex, requiring seamless coordination among personnel responsible for information security, physical security, and facility operations; (2) the Department of State should strengthen coordination among Regional Security Officers, Diplomatic Technology Officers, Regional Security Engineering Officers, and Bureau of Overseas Buildings Operations personnel, particularly during overseas facility design, construction, and operations; (3) such personnel should receive role-specific counterintelligence and regionally tailored security training addressing threat vectors, insider threats, foreign intelligence collection risks, and cyber vulnerabilities; and (4) the Department should develop joint training modules or inter-bureau counterintelligence briefings to reinforce shared security responsibilities and prevent siloed operational cultures.
This section directs the Secretary of State to submit to Congress, not later than 180 days after the date of enactment of this Act, a report on actions taken and planned to improve coordination across the positions described in section 2 and to implement counterintelligence (CI) training standards for such positions, including a description of current CI training requirements, planned improvements, and resource needs.
