H.R. 4904 — PHASE Act of 2025

This section directs the Director of the National Institute of Standards and Technology to transmit to the Secretary of Transportation potential solutions using innovative technologies to improve and enhance traffic control devices in order to better equip vehicle operators, including bicyclists, and protect pedestrians and other vulnerable road users. The Director must include supporting evidence that such solutions do not overwhelm, overstimulate, or distract those users and that the solutions comply with all applicable federal regulations.

This section directs the Secretary of Transportation to conduct a study analyzing urban areas with increased pedestrian fatalities, physical alternatives to reduce vehicle crashes involving vulnerable road users (including pedestrians), and the safety impacts of intelligent speed assistance and blind spot detection systems. The Secretary must brief the House Committees on Transportation and Infrastructure and Appropriations on the study results not later than two years after enactment. This section further establishes a grant program for cities, Indian Tribes, and municipalities to implement Americans with Disabilities Act-compliant infrastructure improving pedestrian safety—including innovative crosswalk technology, additional pedestrian facilities, expanded buffer zones, accessible sidewalks and signals, increased signage and lighting, and marked or grade-separated crossings—and authorizes $5 million annually for the program.
