This section revises subsection (a) of Section 10245 (42 U.S.C. 18951) to direct the Director of the National Institute of Standards and Technology (NIST) to carry out the following: (1) advance principles of openness, transparency, due process, appeals, and consensus in international standards development; (2) promote voluntary consensus standards developed through private sector-led processes domestically and internationally in accordance with the National Institute of Standards and Technology Act; (3) strengthen U.S. public-private partnerships to advance U.S. interests in standards development; and (4) coordinate with relevant federal agencies to partner with and support private sector stakeholders on standards for emerging technologies. (Previously, subsection (a) stated the sense of Congress on these matters.)
