H.R. 4909 — Voters on the Move Registration Act of 2025

This section requires the Director of the Consumer Financial Protection Bureau (CFPB), after consultation with the Election Assistance Commission, to develop a uniform statement informing recipients on voter registration procedures and voting rights, available in English and the 10 languages most commonly spoken by individuals with limited English proficiency. Federal agencies administering federal rental assistance programs—including covered housing programs under the Violence Against Women Act of 1994 (34 U.S.C. 12491(a)), title V of the Housing Act of 1949 (42 U.S.C. 1471 et seq.), the Housing Trust Fund program (12 U.S.C. 4588), and subtitle C of title IV of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11381 et seq.)—must require public housing agencies and property owners to provide the statement (1) with public housing leases and income verification forms at the time of signing or provision; (2) with Housing Choice Voucher program vouchers and income verification forms at issuance or provision; and (3) with leases and income verification forms for other federally assisted rental units. The section further requires CFPB to direct creditors to provide the statement in written form to residential mortgage loan applicants not later than five business days after application receipt and directs agency heads to impose similar requirements for federally backed multifamily mortgage loans.
