H.R. 4921 — PUPP Act of 2025

This section establishes a grant program, administered by the Secretary of Agriculture in consultation with the Secretary of Housing and Urban Development, to fund eligible entities in providing interim and permanent pet-friendly housing for homeless individuals and families, as defined under the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11302). Grant funds may be used for (1) acquiring, renovating, rehabilitating, repurposing, retrofitting, or constructing such housing; (2) pet-related operating costs; and (3) training staff and volunteers in basic pet care. Assisted housing must provide on-site (or accessible via transportation) supportive services for residents (e.g., mental health, employment, substance use disorder treatment), veterinary services for pets (e.g., spay/neuter, vaccinations, flea/tick prevention), pet accommodations (e.g., crates, kennels), and coordination with local Continuum of Care programs, public services, and animal care providers. Eligible entities include units of general local government, nonprofits, and homeless housing or shelter providers (excluding standalone animal welfare organizations, though they may partner); applications require plans identifying sites, needs, partners, and outreach efforts and are awarded competitively; grantees must submit annual reports on activities, costs, and program effectiveness.
