H.R. 4941 — Limiting Extremist Travel to the United Nations Act

This section requires the Secretary of State to impose travel restrictions on specified officials attending official UN meetings at UN Headquarters in New York City. The restrictions apply to (1) any official of Iran; (2) any official certified by the Secretary as maintaining an official association or membership with a Foreign Terrorist Organization (FTO), including its political wing; and (3) any official of a UN organization to which the United States is not a member. For Iranian and FTO-associated officials, travel is limited to the closest routes between John F. Kennedy International Airport (JFK), Newark Liberty International Airport (EWR), or Teterboro Airport (TEB) and UN Headquarters; the closest routes between UN Headquarters and the official's hotel, other accommodation, or UN representative office; and visas valid for no more than one day prior to the start or one day after the close of a UN General Assembly meeting. For officials of non-U.S. member UN organizations, travel is limited to a 25-mile radius of UN Headquarters and prohibits presence at any institute of higher education within that radius. Exceptions allow the next closest route if the closest is inaccessible or poses a reasonable security concern, as determined by the Departments of State or Homeland Security. The section does not apply to U.S. citizens or legal permanent residents.
