H.R. 4942 — Quantum Encryption Readiness and Resilience Act

This section directs the Subcommittee on the Economic and Security Implications of Quantum Information Science to submit to the appropriate committees of Congress (1) within one year of enactment, a report assessing U.S. capabilities and progress relative to other countries in developing cryptographically-relevant quantum computers (i.e., quantum computers able to compromise cryptographic systems unbreakable by classical computers) and adopting post-quantum cryptography and other security measures, identifying the most vulnerable economic sectors, developing a mitigation plan that facilitates federal-private collaboration and information exchange, establishing guidelines for identifying such quantum computers, and providing recommendations including implementation timetables and policies; and (2) annually thereafter for four years, reports on progress by U.S. private and public sector entities in adopting such measures.
