This section authorizes the Secretary of Education to award competitive grants to eligible entities (i.e., eligible recipients under the Carl D. Perkins Career and Technical Education Act of 2006) for creating new agricultural education programs (i.e., career and technical education focused on agriculture, including classroom instruction, work-based learning, and leadership activities) in secondary schools. Grants are limited to five years and $100,000 per entity and must be used for curriculum development and delivery, equipment and materials purchases, or other approved costs; applications require descriptions of program needs, coordination with Perkins Act activities, benefits to students (including special populations), post-grant sustainability, and compliance with data privacy laws (including the Family Educational Rights and Privacy Act of 1974, 20 U.S.C. 1232g). Grantees must conduct independent evaluations and submit annual reports to the Secretary on grant uses and program performance (measured against Perkins Act indicators, disaggregated by student subgroups and special populations). The section authorizes $5 million for the program, to remain available through FY2028.
