This section amends the Crime Victims' Rights Act (CVRA; 18 U.S.C. 3771) by (1) expanding the right to timely notice under subsection (a)(9) to include nonprosecution agreements in addition to plea bargains and deferred prosecution agreements; and (2) revising the enforcement limitation in subsection (d)(6) to except cases covered by new paragraph (d)(7), which permits a crime victim to bring a civil action in district court against the government if not timely notified of a plea bargain or deferred prosecution agreement, in order to enforce any remaining applicable rights under subsection (a). (The CVRA generally enumerates nine rights for federal crime victims—e.g., to protection, notice of proceedings, and restitution—and provides limited enforcement mechanisms, such as court orders but no cause of action for damages.)
