This section prohibits the Secretary of Agriculture from applying race-based or sex-based criteria in decision-making processes for administering 10 specified Department of Agriculture covered programs and requires administering those programs to uphold meritocracy, fairness, and equal opportunity for all participants. Covered programs are (1) pandemic assistance programs for agricultural producers impacted by COVID-19, including the Coronavirus Food Assistance Program and Pandemic Assistance Revenue Program; (2) the Federal Crop Insurance Program; (3) the Wildlife Habitat Incentives Program; (4) indemnity payment programs; (5) farm loan programs, including guaranteed farm loans and inventory property management; (6) the Conservation Reserve Program; (7) agricultural management assistance; (8) the Agricultural Conservation Easement Program, including wetlands reserve easements; (9) rural development programs; and (10) specified loan guarantee programs.
