H.R. 4952 — Ensuring Coast Guard Readiness Act

This section revises the exception to the prohibition on constructing Coast Guard vessels or major hull or superstructure components in foreign shipyards by limiting presidential waivers to those shipyards located in a North Atlantic Treaty Organization (NATO) member country or an Indo-Pacific country that is party to a mutual defense treaty with the United States, requiring that foreign construction costs be less than domestic equivalents, and mandating a pre-construction certification by the Coast Guard Commandant that the shipyard is not owned or operated by a Chinese company or a multinational domiciled in the People's Republic of China. It retains the existing requirement for presidential notice to Congress and a 30-day delay before contracting. The section also makes a conforming amendment to 10 U.S.C. 8679(a).
