H.R. 4961 — Public Utility Remediation and Enhancement for Water Act

This section establishes a grant program under which the EPA Administrator may award grants to owners or operators of publicly owned treatment works (POTWs) for the planning, design, and construction of treatment works to prevent, limit, or treat the discharge of per- and polyfluoroalkyl substances (PFAS) or other emerging contaminants identified by the Administrator, or for complying with related pretreatment standards or effluent limitations under the Federal Water Pollution Control Act. The program must be established not later than 180 days after enactment, with a federal cost share of at least 75% of total estimated costs (non-federal share may include revolving fund loans notwithstanding CWA §603(h)); projects are subject to the same requirements as state water pollution control revolving fund assistance under CWA Title VI (with limited exceptions). This section authorizes $200 million for each of FY2026 through 2028.
