H.R. 4963 — Marijuana 1-to-3 Act of 2025

This section directs the Attorney General to transfer marijuana from schedule I to schedule III of the Controlled Substances Act by order not later than 60 days after enactment, notwithstanding the usual procedures for scheduling controlled substances that require scientific and medical evaluations, findings on abuse potential, and hearings. (As background, schedule I substances have high abuse potential and no accepted medical use under federal law, while schedule III substances have moderate to low abuse potential relative to those in schedules I and II, accepted medical uses, and may be prescribed.)
