This section directs the Secretary of Health and Human Services to establish and maintain a comprehensive national vector-borne disease prevention system with six components: (1) a professional vector identification service for ticks, mosquitoes, and fleas that is accessible to civilians and the Department of Defense and supports integrated human, animal, and environmental data reporting (i.e., One Health approach); (2) an artificial intelligence-enhanced early warning system that predicts disease activity using weather, habitat, and wildlife data and delivers real-time, location-based risk alerts; (3) insurance claims surveillance of private and public health insurance claims to detect outbreaks; (4) syndromic surveillance of emergency room visits at civilian hospitals and military medical treatment facilities for vector-borne disease symptoms; (5) comprehensive public education with targeted prevention messaging delivered through schools, workplaces, media, and community organizations; and (6) national strategic alignment supporting a 25% reduction in Lyme disease by 2035 and enhanced military readiness through early detection and ecosystem health.
