H.R. 4991 — Disarming Felons Act

This section prohibits licensed firearms dealers from transferring a firearm to an adult who, while a juvenile who had attained 15 years of age but not 18, committed an act of juvenile delinquency that would have been a felony if committed by an adult (amending 18 U.S.C. 922(d)). It also prohibits such an adult from possessing a firearm (amending 18 U.S.C. 922(g)).
