H.R. 4996 — FORWARD Act

This section establishes Thrift Savings Plan (TSP) contribution eligibility for certain retired or 100% disabled former uniformed services members who are not employees and who had a TSP account prior to separation from the uniformed services or civil service. It authorizes such individuals—those entitled to retired pay under 10 USC chapter 71 or receiving compensation under 38 USC 1114 for a 100% disability rating—to elect to contribute a portion of that pay or compensation to the TSP Thrift Savings Fund, with elections made under 5 USC 8432(b) and no agency contributions under that section. (Thus, TSP, a defined contribution plan available to active federal civilian employees and uniformed services members, is extended to allow continued personal contributions from retirement or disability pay.) It further directs the Federal Retirement Thrift Investment Board, in coordination with the Departments of Defense and Veterans Affairs, to issue implementing regulations within 180 days of enactment.
