This section requires the President, not later than 15 days after deploying or using reserve component members of the Armed Forces (i.e., National Guard and Reserves) at a U.S. location under chapter 13 or 15 of title 10, U.S. Code, or other authority—except for Stafford Act responses to natural disasters or weather-related events—to submit to Congress a report specifying (1) the legal basis and goals with supporting evidence; (2) effects on the situation, including military-civilian interactions involving violence; (3) local and state law enforcement reports on such interactions, violence levels, and deployment propriety; (4) total federal costs, including Department of Defense indirect costs and National Guard activations; and (5) certification of no interference with Stafford Act disaster response capabilities. It further requires the Chief of the National Guard Bureau to brief Congress on whether the deployment reduced violence and met presidential goals.
